Changes to the Rules for the 2007 Season

2 runs for a wide or no ball plus extras – No extra ball except in last over (Quicker)

E.g. A wide is bowled and the ball goes over the boundary – 6 runs awarded to the batting side and no extra ball.

Change to start timings for the 2006 season.

Start timings are planned for 1800 hours.

However if teams that have to travel long distances (e.g. Rockbourne and Breamore) then team captains can agree a later start but no later than 1830 hours otherwise penalties will be incurred.

The aim is to start as close to 1800 hours as possible to avoid dangerous play in the dark.


Changes from the rules in 2005

1.    No more than 5 overs per bowler (previously six overs).

2.    All games to start at 1800hrs (previously 1830hrs, due to poor light)


Scoring

1.    The Winning team scores 10 points.

2.    In the event of a tie each team score 5 points.

3.    No result (cancelled through bad weather) - no points will be awarded.  (Points will be averaged over the whole season to compensate).

Charter and Rules

 

1.               General.  The League shall be called the Salisbury & District Cricket League, Wednesday Evening Competition. The League is a member of the Salisbury District Cricket Council

2.               Membership.   Membership of the League shall be open to Cricket Clubs, situated within an acceptable travelling distance of Salisbury, Applications for membership shall be on an annual basis, all applications, together with the specified entry Fee, shall be with the Hon. Sec. before the AGM, held in March

3.               AGM.   The Annual General Meeting (AGM) of the League will be held during the month of March, each year. All Member Clubs will receive a minimum of 14 days notice of the AGM. Although there will be no restriction on persons, from the member clubs attending, each club will have only one vote.

4.               Elections.  The following officers will be elected at each AGM, i.e. President; Chairman; Vice-Chairman; Hon. Secretary; Hon. Assistant Secretary; Hon. Treasurer; plus five Committee Members, all of whom will collectively form the Executive Management Committee. All such elected officers shall serve for a period of one year, all the retiring Officers and Committee Members shall be eligible for re-election.

5.               Fees and Subscriptions.   The AGM shall also determine all Fees and Subscriptions, with due regard to the Organisation and running costs of the League.

6.               Management Committee.   The Management Committee will meet as required to prepare for the forthcoming AGM.  It shall also meet from time to time during the year, as is considered necessary. All Members of the Committee will receive a minimum of 7 days notice of meeting times. An Emergency Committee consisting of the Chairman or Vice-Chairman, together with a minimum of four others, can meet at short notice to attend to matters of immediate urgency.

7.               Executive Powers.   The Management Committee shall have Executive powers and all decisions taken by the Committee will be binding on all Member Clubs and their respective Players: Any redress of Committee decisions may only be considered at the AGM and written notice of it must be with the Hon. Sec. by 28th February.

8.               Individual Life Membership.   Individual Life-Membership may be granted to any person by election at the AGM: Qualification for such election shall be that the person so honoured shall have served the League and its Member Clubs to a high standard. The Committee will run the League on behalf of the Salisbury District Cricket Council Life-Member, once elected shall be a permanent member of the Management Committee and shall have the right to attend all meetings and to vote thereat: Such voting rights shall be in addition to the Club vote of the life-member's own Club.

9.               Protests and ComplaintsAll protests and complaints shall be sent to the Hon. Sec. within 3 days of the incident/game concerned, together with a deposit of £5, which same shall be forfeited if the Emergency Committee decides against the complaint.

10.          Format of the League.   The Format of the League shall be determined by the Management Committee.

11.          Locations of Games.   Wherever possible match venues against the same opponents will be reversed in successive seasons.

12.          TrophiesThe Winners of the League shall be presented with the League Trophy at the presentation match. All Trophies are perpetual and as such may not be won outright.

a.                The Trophies are at all times the property of the League and recipient Clubs shall take all necessary steps for their safe-keeping. Such Clubs will undertake to engrave the Trophy and to return it to the League Secretary, - in good condition before the 1st June following their award.

b.                Individual Souvenirs to members of the winning Clubs may be presented, subject to League Finances.

13.          Changes to Rules.   Amendments, Additions or Deletions from these Rules may only be considered at the AGM.   Any such suggested alteration must be sent in writing, to the League Secretary, before the 28th February in order that they may go before the pro AGM meeting of the Management Committee and so be included in the Agenda of the AGM

14.          In the event of the winding-up of the Salisbury & District Cricket League. The financial position, will be resolved by an Extra-ordinary Meeting of the League. Such a meeting will consist of the Member Clubs at the time of the winding-up.

PLAYER ELIGIBILITY.

15.          No Cricketer under a current contract with a First Class County shall be allowed to play in any of the League's competitions.

16.          Transfers will not normally be allowed between Clubs, once a Player has played for one Club, in that year. In exceptional circumstances (i.e. change of residence) the Management Committee may sanction a Transfer.

 

RULES OF PLAY.

 

17.          Laws.  Except where superseded by Special Regulations, all matches played under the jurisdiction of the League shall be played in accordance with current MCC laws together with any experimental Laws that may be in operation and are appropriate to 20 over cricket (as defined by the AGM).

18.          All Captains and officiating Umpires shall acquaint themselves with these Rules and may not agree to any arrangement which is not in accordance with same.

19.          Match Start Timings.   Matches shall be played to a maximum of 20 x 6 ball Overs per side and will commence by 6 pm on Wednesday Evenings. An earlier start being is permissible, if arranged by individual clubs with the agreement of opposition.

a.                In the event of a late start being enforced by circumstances that are beyond, the control of either side, the Captains may decide to reduce the number of overs per side. Such decision to be determined prior to the 'toss -for choice of innings. The minimum number of overs to be played shall be 15 over per side.

b.                Should a late start be caused by one side only being late, then the batting innings of the offending side shall be reduced by one over for each three minutes or part thereof. The non-offending side shall receive the normal allotment of overs. Clubs can’t claim the match if their opponents fail to arrive by 6.45 p.m.

c.                In the event of inclement weather interfering, with play the - Umpires will be the sole judges as to the commencement or resumption of play.

20.          Maximum Overs per Bowler.   No Bowler will be permitted to bowl more than five of the allotted 20 overs: Where a match has been reduced prior to the toss for choice of innings, the limit shall be reduced so that no Bowler shall bowl more than one-third of the agreed total overs for that innings.

21.          Bowler’s Run-Ups.   All Bowlers' run-ups, including his preliminary approach, shall be restricted to a maximum of 15 yards and all grounds will be clearly marked with a white line 15 yards from the Bowler's wicket.

a.                In the event of a bowler being incapacitated during his over, the over will be completed by another eligible player. When this occurs, one over will be counted against the allotted number of overs for each player but it will only count as one against the allotted 20 overs.

b.                In the event of a Bowler being taken off during an over under the Rules of unfair Play, and in order’ that the batting side receives its full allotment of balls bowled, the over will be completed by another eligible Player. As above the over shall count as one each to the respective Bowlers but as one over only against the allotted 20 overs.

22.          Match Ball.  The match ball, together with a suitable replacement, shall be shown to the visiting Captain and then handed to the Umpires prior to the toss for choice of innings. The match ball shall be in play at all times unless the Umpires have decided to use the replacement. A different ball may be used for each innings if agreed by captains at the toss

N.B. All balls used shall be of an acceptable standard agreed by the captains at the toss.

23.          Batsmen.  The incoming Batsman and the out-going batsman shall cross on the field of play.

24.          Boundary.  The field of play shall be clearly marked by a 'Boundary' and all grounds will have a distinguishable definition of such Boundaries.

25.          Time between innings.   The interval between innings shall not exceed 5 minutes.

26.          Winning Team.

a.                A result can only be achieved if both teams have had the opportunity of batting for at least 15 overs.

b.                Save as hereinafter provided a match shall be won by the team that has scored the most runs.

c.                Where the side batting second does not have the opportunity of batting for the same number of overs as the team batting first due to time being lost after the commencement of the match, then the winning team shall be determined as follows.

d.                The number of runs scored by the team batting first shall be divided by the number of overs which that team was entitled irrespective of whether the team was all out or declared earlier. The resultant figure, to two decimal places, shall be the Run Rate.

e.                The Run Rate shall be multiplied by the lowest reduced number of overs which the team batting second shall be entitled to receive after making allowance for time lost after the commencement of the match. The resulting figure shall be the ‘Target Score’.

f.                  If the score of the team batting second surpasses the ‘Target Score’ at any time prior to the conclusion of its innings then the match shall be won by the team batting second, but if bowled out earlier the match shall be won by the team batting first.

g.                A match shall be tied if the scores are equal at the end of the match. In a match interrupted after the commencement, where the revised ‘Target Score’ involves a fraction of a run, the final scores cannot be equal and the result cannot be a Tie.

27.          Points.

a.                The team winning a match shall receive 10 points.

b.                In a tie (both teams scoring the same number of runs) each team receives 5 points.

c.                In a No Result match or one cancelled through weather conditions or other special circumstances approved by the Management Committee, no points will be awarded. The match will not be counted as one played and therefore the points average will remain the same.

d.                Bonus points will be awarded as follows:

i)                  Batting: One point on reaching 50 runs

ii)                One more point thereafter for each further 25 runs to a maximum of 7 points (i.e. runs over 200 do not attract further bonus points).

iii)              For a team batting second and winning with a score of less than 50 runs, two additional points.

iv)               For a team batting second and winning with a score of less than 75 runs, one additional point.

v)                 Batting: For a team batting second and winning, an additional point, up to a maximum of 5 batting points for every two wickets in hand at the close.

vi)               Bowling: One point for every two wickets taken, but in the event of the batting side having less than eleven players and being all out, the maximum bonus of five points will be awarded.

 

28.          Target score.

 

Team A bat 20 overs and score 176 due to rain Team B will receive only 15 overs

Required Score calculation Team A's score 176 is divided by 20 = a run rate of 8.8 runs per over

Team B target score s calculated by multiplying 8.8 by 15 = a target score of 132

Target score will be rounded up or down to the nearest full number

131.4 will = 131

131.6 will = 132

 

29.          Points.

 

EXAMPLE

 

Team A bat first score 135 for 7 wkts = 4 points; - 50, 75,100, 125

Team B bowling = 3pts points: 2nd wkt, 4th wkt, 6th wkt.

Team B bat second and score 138 for 4 wkts = 4 points:-50, 75, l00. 125

Team A bowling = 2pts points: 2nd wkt, 4th wkt

Team B win the match by 6 wkts = 10 points for win

Extra bonus points Team B 3 points for having 6 wkts remaining

Team A total points 4 + 2 = 6pts

Team B total points 10 + 3 + 4 + 3 = 20 pts
